fps drops. possible psu problem?

currently running a i7 6700 3.4, xfx radeon r9 390 8 gigs ddr5, 16 gigs ddr 4, asus b150 pro gaming auro mobo, with a 650 watt bronze thermaltake smart series. with that being said, i was playing tom clancys the division this past weekend and could not figure out why i was capping at like 60-61 fps with no frame cap and i would see dips into the 20s. this was just with medium/high settings. h1z1 with everything on ultra, with vsync im getting on average like 45 fps in cities. im just trying to figure out whats going on or if this pc is performing as it should. thanks for any help in advance!

You literally can't get more than 60 fps, because your monitor is capped at 60 with its refresh rate.

This sounds like your CPU is having a hard time doing the work, you should monitor your CPU usage while playing in-game.

my idle temp is 35c
running H!Z1 on ultra without vsync i had seen 26 fps in a high population area and a max of 100 fps out in the wilderness.with almost 100% gpu load all the time

my average temp while playing is 72*c.

correct. it is the non k version or "locked" version. i know its a typical reply but i have seen other sites stating that the 70 degrees was pretty typical with the r9 300 series. an xfx employee even went as far as stating that they could run 95 degrees for prolonged periods of time.

this is the second r9 390 ive had. the first i had to take back to microcenter due to it only running at 4 gigs. now this one is having all of these issues. im strongly debating on just returning this and going with a geforce.

thanks alot . i built the pc only a week and a half ago and its been frustrating the shit out of me. ill just return the i7 and upgrade to the K since it will only be another 50 bucks.

went and picked up the 6700k today and tested for about an hour on h1z1 and ran futuremark 11 basic. everything on ultra + vsync and ambient occlusion im getting 60+fps in populated areas. MASSIVE improvement. temp maxxed out at 65c running futuremark with a cooler master hyper 212 evo. thanks again for all of the help!
