Fps drops stutter

Just after a bit of advice really, I made my very first gaming pc a year or so back :-
iam currently running :-
Asrock Z97 anniversary mobo, Palit 1070 GPU , I7 4790k, 2 x 8 DDR3 (16) on windows 10

I play games such as pubg king of the kill and RUST. iam seeing high fps like 100+ but then it suddenly dives to 20 or 30 and causes the game to stutter. My temps are all fine and friends with similar setups dont have the same problem?

Any ideas

I have exactly the same specs and there should be no stutter.
is your game installed on SSD ?
have you tried to disable antivirus ?

yes i have my os on one ssd and my games on another

Haven't tried disabling my anti virus.

Its really frustrating, i may upgrade mobo

not sure it's the mobo.
i'd try to reinstall the Windows first.

Have you checked CPU/GPU utilization and frequencies during the spikes ?

yes cpu is always around 30% and gpu bounces about i thought that this might be the trouble but iam not sure

the question is why it's jumping.
have you overclocked anything ?

the only thing that is overclocked is the ram , iam using xmp to reach 2400mhz but the ram is 1.65v more than my mobo / cpu recommended think its 1.50v

No idea what it is then ive upgraded all my pc except mobo and still the problem persists..

Going to go all hog and buy z370 i7 8700k and ddr4

If it still happens its either poorly optimised or my internet connection although my ping is 20's

I think it is just a softwar issue, first go get a usb with win10 (or whatever) and save important files, then restore you PC.
This method help me a lot for rediculous things like code 216 in gta v while updating or stutter in battlefield 1

ive re-installed windows already with no joy, ive just overclocked my 1070 to give it more power if needed a little more on both clocks, the fps drops where slightly less but not gone i also ramped up the graphics so my card is under more load so keeping at 100%

You said DDR3 but how fast?

IDK, IMHO going to 8700K from 4790K is not worth it. maybe later this year when intel releases 8cores.
for now, I'd flash the bios (reflash if it's latest), reset to defaults.
reinstall windows.
then may be checking other MB.
