Question FPS drops/stutter

Specs:
Intel i7 6700 @ 3.4 Ghz
EVGA 6GB GeForce GTX 1660 Ti
12GB RAM
2TB HDD
3TB HDD
250 GB Samsung SSD (Boot Drive)

I'm not sure what thread this would fit in but it is a graphical issue.

So a few days ago I upgraded to an ssd and installed windows onto it and made it the boot drive. After I got home from work that night and launched a game, I noticed that the FPS was definently not a stable 144 like it used to be. After reinstalling drivers and deleting the windows files off the old hdd I used before upgrading, the problem still occurred, so I moved important files and a few games to my bigger hdd, then completely wiped the ssd and 2tb drive, then reinstalled windows 10 again. After moving stuff back around and launching a game, it worked like it was supposed to for about 15-20 minutes before it started stuttering again.
I've cleaned pc, used DDU and reinstalled drivers multiple times, monitored temps, voltage, checked for memory leaks, messed with v-sync, changed power settings, turned off XboxDVR, etc. and the problem still occurs.
The only thing that temporarily fixes the problem is restarting the computer, and that only works sometimes.

I'm pretty desperate now and any help would be appreciated. The problem started to occur after I upgraded to ssd but I don't believe that would be the problem? Would reinstalling the games help?

You could definitely try reinstalling the games to see if that would help. At-a-glance, it looks like you have a very nice system, but the 12GB of RAM is possibly holding you back. I'm surprised to hear you had no problems before. Hows the RAM config? 3x4GB? Why not a 16GB kit so that you'd be running in dual channel? Also, do you have the HD Graphics 530 on your 6700 disabled? Do you have 16GB but your IGP is using 4GB? Silly question, but is your monitor plugged into your 1660ti & not the mobo's monitor connector?

The system was originally a prebuilt so o had to look at the ram sticks individually and one is a 4gb while the other is an 8gb, which is a little odd, but it worked fine before. HD Graphics 530 is indeed disabled. That is the integrated video correct? Both displays are also plugged into gpu.

Yes to the 530 as being the integrated. As for your RAM, it was a pre-built system and had 1 stick of 8GB and 1 of 4GB?? Which low-rent website did you buy it from? lol.. Is it still under warranty? I wonder if they did that with the intent of the 530 to use 4GB and the system to use 8GB?

Have you tried having just 1 monitor plugged in and set it to primary display? Try it with just the 8GB stick installed? Any change in performance?

I actually bought a couple years ago inside an RC Willey and upgraded it here and there. Plugged only one monitor in, same results. I did notice however that fps count is constantly jumping up and down from 144 to 60-70ish and gpu utilization is only at like 30 percent vs 90-100 percent when the problem isn't occurring.
