FPS drops while gaming

Over the course of having my PC for gaming I have noticed that after installing my GPU in July of 2016, in multiple games that they would run at decently high frames and then repeatedly short brief moments of time where they would just drop drastically. These moments would occur maybe every 10-20 seconds and last a good 5 seconds. I have found it to be much more prominent in GTA V. I think this is largely due to my rig and predict that it is my CPU bottle necking my GPU. My specs are below

Windows: Windows 10 64 Bit
CPU: AMD FX 8350 4.0 Ghz
GPU: EVGA GTX 980
RAM: 16 GB DDR4

Just my prediction that my processor is the problem but would like to get at least a second opinion
 
Solution
The FX 8350 is considered an out dated CPU these days. It could possibly be producing a bottle neck. What is your CPU/GPU/Mem/HD usage while gaming? If the CPU usage for instance gets very high(80 - 100%, that's a sign that that's the problem)

Solution

I could run some usage through my games. Getting new parts isn't a problem. I currently have at my disposal a Ryzen 5 1600 and a new mobo with 16 gigs of ddr4 ram.
 


I ran some testing and my cpu usage was in the high 90s, I'll definitely consider swapping out my parts. Thank you for your input
