Question FPS Drops with a decent system

There's a few games I'm getting pretty bad FPS dips in. Some run rather smoothly, others have issues no matter what graphics quality I run at.. I've checked power settings and everything is set to max. I was wondering if maybe this is a driver or software issues as opposed to a hardware problem.

make and model of the psu?
check the cpu/gpu temp and usage during the game?
game on the ssd?
what the ram/sdd usage?

Games are on the SSD, yes. I've seen half and half as far as GPU and CPU usage. Temps don't seem out of the normal. Just upgraded to the 7700k last week, so fresh paste.

what game? does it use all 8 threads?

Mainly Battlefield 5 and Fallout 76. I get random FPS dips in both.

Quick Update: In 76, I noticed the usage spiking from around 40/50 to mid 80s for a few seconds then dropping. This happens right along side the FPS drips.
