Question FPS drops with RTX 3090 FE ?

Hey question, I got a new card rtx3090 FE and I played on BF5

I set everything on ultra with ray tracing and it was fine on start it run on 100 fps +-
but after a few minuets I saw that sometime the fps will drop to 20fps and on msi afterburner the usage was up and down when it happened
I have ryzen 7 3700x
16 gb ram 3200hmz
B450 auras elite
rtx 3090 fe
antec hcg 750w gold

I did benchmark and the score was kinda low then average not by much the 3dmark

What should I test in order to find the problem ?
the GPU temps was around 60 - 69 but his memory was getting up to 100c
the CPU was 55 - 60c

ram usage is around 80%
the cpu around 70 - 80%
the gpu usage during the drop are getting to 0 - 10% and then he jump to 90
in the game its around 80 - 90 sometime jump to 75 but when its on 100 fps its run really good
