FPS drops without any obvious reason

So i have been struggling with this problem for a while now. Every game i have tried playing has been having fps drops for example battlefield 4 runs nicely with 100+ fps and about every 2 minute the game goes to 10 fps and stays there for 30-60 seconds. I've tried everything i can think of to make it better i switched to my old cpu, tried different sets of ram, replaced thermal paste, used 3 different hdds for the games, checked psu, tried all kinds of versions of drivers. Yet nothing changes. Only part left is gpu, i've run benchmarks and monitored overheating. Which doesn't occur at all (60c). I still think it has something to do with the gpu... any ideas?

Here are the specs:
AMD FX-8350
MSI GTX 960 4gb
ASROCK 960gc-gs fx
16gb of ram
650w psu

install amd overdrive and monitor cpu thermal margins

throttling of the cpu would do what you are describing

go into the bios and disable any kind of power savings feature like cool n' quiet etc. etc.

It's corsair vs650 and i didn't monitor any kind of voltage. Can it actually affect the performance? wouldn't it shutdown if there wasn't exact voltage going in?

Cool n' quite was on. jesus, all the struggling because who ever designed the bios thought it would have been a good idea to leave such a option on by default. thanks a lot
