Fps fluctuates alot?

I have been noticing a lot of stuttering when I play any of my games I'll be at 120 in and drop below 80 and 40. I'm kinda confused I built my computer by myself maybe there is some cables I didn't connect that I needed to but I'm pretty sure I got all of them.
Pc Specs:
Motherboard: 970a-ds3p Gigabyte
Ram: 8 gb Corsair
Power Supply: 500 Watt EVGA
Graphics Card: GTX 960
Processor: FX 6300

Its obviously not the cables. It can be gpu drivers, be sure you have updated drivers.
