FPS Framerate Problems

Im using XP pro on a P4 (2-point sumthin Gigs), over a Gig of RAM, and a
factory overclocked GeForce FX 5500 card with 256MB.

I play Wolfenstien:Enemy Territory, a first-person shooter, alot but am
getting ridiculously low framerates. As low as 10fps sometimes, and
completely unsteady, sometimes I pull 200. Lowering the games resolution, and
turning down all the video settings to their lowest has NO effect. Nor does
maxing these settings out. Most people with much lower-end systems than mine
easily achieve a steady 150, with the video settings up!

HELP!
