Fps goes up and down

i just bought a new Galax gtx 1060 oc. i have a i5 4460 3.2 ghz and also a b85m- gaming 3 motherboard and also a 8gb ram. but my whenever i play my fps always goes up and down. and my windows is windows 7 64 bit
