FPS GPU Performance

I am planning to buy a 32"1080p 60hz TV for pc gaming with my desktop that has a radeon HD 7850 frozr edition gpu if i am playing minecraft or any other games do i need to turn on vsync. and If i do will i have more fps but cant see it because i am locked at 60 and have more than that that just can't be displayed on that tv?
 
If you turn off v-sync then your video card may put out over 60FPS, but your screen will only display 60 which will result in screen tearing. On televisions, screen tearing is more obvious since the response time it typically a lot slower than an actual PC monitor. I use v-sync with my 32" Sony 1080p 60hz if the frame rate of the game is going to be higher than my televisions refresh rate. If the frames are going to be lower I still leave it on since it won't make a difference anyway.
