FPS, Graphic Question

Let me Start with my Specs
i5-2500k
GTX 670 SC
16 GB Corsair
Dual ASUS Monitor

My Question is, With a Computer like this, Current Gen Games should in theory have no FPS issues right? Well, it seems with every game I play, I always seem to have FPs glitches and Hiccups. Even simple games like Binding Of issac or WoW. Now the Graphics card was a Super Clocked Card. My CPU is not over clocked either. Anyone have any kind of Solution? Or if this is just how PC gaming Is.

I have never really known how to update my Mobo BIOS, always been afraid I would Fry it. And yes my Drivers are up to date.
