Fps high fluctuations

I have been playing games like arma 3 and getting 40-60 fps which i presume is normal? however sometimes it goes to like 20 fps and stays there for ages. Same in minecraft, i tested my fps on there i put it on low settings and got 40-50 fps then it rapidly jumped to 300+ and sank back down to 60 fps again, its a really new pc like 1 month? should i get this checked out?

i think my pc should be playing minecraft Verdun and other games at 60+ stable constant but it can drop to 20-30 in verdun
 
OK slim drivers is good (free) for updating drivers, its not always 100% but it works. A PSU is your power supply, if you open the case side it the box mounted either top or bottom with all the wires for power coming out eg http://core0.staticworld.net/images/article/2013/01/standard-psu-100021930-gallery.jpg it will have a sticker on it telling you the wattage rating eg 450w or 500w (numbers will vary but will always have a W or Watts next to it). We need to know the wattage rating of that. The GTX970 needs a 500w PSU to operate correctly especial if there is an overclock on the CPU (main processor)
 
Ok the PSU ios big enough so thats ok, did you update your drivers using Slim drivers? install and update if not then re test. Also do you have a anti spyware program installed? if not the download and run malwarebytes
 
okay, I have updated my drivers and I am still getting 20-30 fps on high settings in games like verdun, should i get a software to check gpu usage and cpu usage or just ring the company that built it and get them to troubleshoot it (i would prefer not to have to leave my pc for 2 weeks with them if it can be fixed here)
