FPS Is capped and vsync is off

So i recently just upgraded my pc, i have a i7 8700k, gtx 1060 and 16gb of ddr4 ram and xmp is on, I have Vsync off in game and also in my nvidia control panel and so i dont know what to do, ive looked everywhere

What game? Some games are capped, Black Ops 4 is capped at 120 fps, at the moment.
