Question FPS is Low With CPU and GPU usage low

Basically , my cpu and gpu usage never goes above 35% on games such as League of legends Valorant and Guild wars 2. it was fine a few days ago. but now the fps fluctuates between 5 to 240. Now im just confused and dont know what wrong with my rig.

my Specs are:
Cpu : i5 4460
Gpu: gtx 1650 super
Mobo: gigabyte H97M-D3H
Psu: themaltlke 700 W
windows : 10
please help.
