Question FPS is significantly lower all of a sudden

As the title suggests, my frames have been so much lower recently, and I do not know why.

In games like Valorant, I was getting 150-160 FPS constantly, maybe the occasional drop to 110-120. But now it's averaging 60-70 FPS, maybe peaks 90-100. The same applies to other games I'm playing like Mordhau, from 120-140 fps to 80-90.

CPU: E3-1270 v1 (i7 2600)
GPU: GTX 970 (OC)
DRIVES: 1 SSD, 2 HDDS - 256 GB(SSD), 1TB(HDD), 256GB(HDD)
RAM: 4x4 1333 MHz
OS: Windows 11 Dev

I have an OEM motherboard, so the same applies to other parts like case fans and whatnot.

Here's a list of the actions I've done so far but no luck:

- Ran a virus scan with windows defender and malwarebytes.
-Changed NVIDIA settings to "Prefer Maximum Performance" and "High performance"
-Updates GPU drivers and OS
-Checked temps for CPU and GPU, CPU maxes out at 70 degrees, GPU maxes out at 75 degrees in the most intense situations.
-Reseated ram and other connectors.
-Checked drive space, SSD is at 171 GB left, 1st HDD is at 290 GB, 2nd HDD is full.
-Cleared temp with "temp" and "%temp%"
-Disabled hardware acceleration for discord and my browsers
-Checked CPU affinity and made sure all boxes are ticked
-Changed CPU priority to High
 
It’s showing high cpu usage from background programs. Have a look under task manager at what is using the cpu.
I checked under each heading apps and background processes, there was nothing out of the ordinary, just regular programs and services. I did notice under windows processes that Desktop Window Manager was using 5-6%. I don't know if that manages multiple monitors because I have two monitors. When I was playing Mordhau, the CPU usage averaged around 30-60% while my GPU was maxed out. I'm going to try to check inside my PC one more time and make sure nothing is loose, because I think something is not receiving enough power. The reason I think this is because I got a BSOD and the reason was because I bumped my desk by accident, and the error code was relating to my GPU which is connected to a riser.
