Fps issues and Gaming

I've been having a lot of fps issues on all my games.. its a brand new pc so its not dust or anything and apparently. To be honest i dont know what is even the issue. Any thoughts?

You gave no info about your computer; no one can really help you with no details.

"brand new pc".. lap top? AMD? Intel? desktop? operating system? How much memory? Graphics card? WiFi? internet provider?

Well, I looked deep into my crystal ball for answers and I could not see what you have in your system which makes trying to figure anything out kind of hard.
