Ok, so I have been searching for a answer to this for months now, Originally I had a:
i7-7700k at 4.2Ghz
Gtx 1070
16 Gb 2400 Ram
I used to run games at drasticly higher FPS then I do currently, my main example is Overwatch, on Low in the Training ground I would get 300 FPS non stop, and in game about 200ish easy, then one day out of the blue (mind you there has been no update or software update to the machine) im getting 70 FPS to 100 at most on the lowest settings.
Now to the current date, I have now replaced the GPU with a 1080 and im getting similar results, better, but similar.
I have also replaced the Motherboard thinking it was something on that end.
I have run Cinebench and im only getting a score of about 400, so I was thinking it was the CPU, but the thing is it's still running at 4,2 Ghz or even higher. so im not sure if I should replace it or find another solution.
Also, I have all the latest Drivers installed
