FPS issues in game

Hi,

My fps in cs go is quite weird, it normally is between 270-290 fps at 2k max settings, however, if I turn the resolution down, the fps drops to lower 200s and if i turn settings down it stays the same. It also has a huge fps drop to low 100s mid game almost freezing the game (I think thats what causes it, but I don't understand why that happens), this happens in many other games when it comes to the fps drop but it is not that noticeable. Can someone help with this issue.

PC specs are as follows:
Asus z170a
Zotac gtx 1070 founders edition (I updated driver recently but to no avail)
i5 6500 cpu
EVGA supernova 650w gold
Gskill ripjaw 2 x 8gb ram
A kingston 240gb ssd and seagate 2tb hdd

Well I don't own a lot of other games, I've noticed nothing in Saint's row, but for some reason football manager also has it, its capped at 60fps but drops to 10 for a second similar to cs go causing it to freeze for a second whilst watching the 3D simulation. Skyrim occasionally does the same thing but no other games I own do this.
