FPS Issues on a 1070.

I'm having some problems with FPS. This is quite odd considering my built is respectfully costly and fairly high end. I am quite confused considering games like BF1, GTA 5 (At Times), and rarely but still Rainbow Six Seige, have FPS issues.

The typical FPS for my build is about 140. Yet im averaging 60-100. While its not a major problem, its confusing that its happening.

My current build:

Processor Intel(R) Core(TM) i5-4690K CPU @ 3.50GHz

Video Card NVIDIA GeForce GTX 1070 (MSI Gaming Z)

RAM 24 GB

Operating System Microsoft Windows 10 (build 14393), 64-bit.

The reason I am asking is because I get lower FPS than a 1060 OC Typically will get. I tested this with my friend and it was proven true. I'm not certain what could be causing this, but i'm sure I want to fix it.

Things I've checked but weren't the issue:

- Too many programs open bogging down CPU.

- Too much stuff on the PC.

- Outdated Drivers (The outdated drivers actually ran better).

I have heard talk of there being a limiter on the GPU with the 1070 you have to turn off, although I am not sure if this is to be true.

BF 1 is known to need an i7 to fully play, so your i5 is not a match for bf 1 (it is a well known bug in BF 1). Also GTA V is a cpu intensive game. About rainbow i dont know, never played.
