FPS issues on a good pc

so i have a pretty decent pc, alot better then my old one but for some reason i only get 30fps average when i play games, even older ones. for example i played world of tanks on my old laptop at 60+fps but on my new rig thats is tons better im only getting 30fps, 40 if played on full screen, i am playing on a large tv with a resolution at 1360 X 768 60HZ. I thought ,maybe the fact i have a rather large tv instead of a computer desktop screen may be why?

The size of your screen doesn't matter, it's the resolution that makes an impact on performance. You could have a 70 in. tv with a 1360x768 resolution and a 24 in. monitor with 1360x768 resolution and there would be no change in fps because it's the same amount of pixels. The pixels are just spread out further on a larger screen and the pixels are more condensed on a smaller screen. What was the resolution on your laptop?

What PSU are you using? What is the frequency of your RAM (1333MHz, 1600MHz, 1866MHz, etc,.)? Also, you may have to update your drivers for your graphics card if you haven't already done so.

cpu: amd phenom(tm) II X4 840 processor

RAM: 8.2 Gb

graphics: AMD Radeon HD 6800 series (cant remember which one from series)
pixel shader version 5.o
vertex shader version 5.0
dedicated video ram 1.0gb

HD:1TB (579gb free space left)

direct x version 9.0

Solution
The Phenom II 840 is a weak CPU, outdone by a Pentium G3220. Additionally, the Phenom II 840 can only use 25% of its processing power on single core games, and if I remember correctly WoT is a single core game.

I'd bet your laptop had a CPU with stronger per-core performance than the 840. That's probably the source of your low framerate.

Don't worry about the RAM. Windows and background tasks always take 1-2GB for themselves.
 
It definitely wouldn't hurt to upgrade your CPU, you'll probably see a huge increase in performance depending on the rest of your system. If you could find out what your graphics card, motherboard, and PSU is then I'd be able to recommend a good CPU for your system.
