Hello all. I am having some fps issues in certain games. One example of such issues is in GTA V if I fly a helicopter/plane over the mountain with the Vinewood sign on it towards the city, my fps drops by 5-10ish frames from an almost perfect 60. The weird thing about this is my GPU,CPU VRAM and RAM usage are nowhere near maxed out, according to my in game monitor. Also, temperatures are all within normal range according to people with similar setups. Similar things happen in games like Minecraft, Subnautica, DayZ, and Kerbal Space Program. Some games like Battlefield 1, Battlefield 4, and others run fine on maxed out settings with no issues. I have run the games off both my SSD and HDD and it doesn't seem to fix the issue. I have updated my Nvidia drivers today to no avail. Any help would be appreciated. Here are my system specs as seen by steam:

I already have the settings turned all the way up.

I normally use SSD's for Windows/applications & standard HD's for game installations. Usually something that's at least 7200rpm w/ 128mb cache(although 256mb cache preferred). It helps in open world games when transitioning to different areas.

Windows was reinstalled fresh and the drives reformatted when I built the PC.

My psu is a Corsair hx 650. I monitor my temps every time I play a game. They are all within acceptable range.

Yes.I am playing at 1080p, and no it doesn't only happen online. It happens offline also and in other games.
