FPS issues, trying to play FFXIV on 2k

Firstly:
Intel(R) i7-4770 @ 3.40GHz
h80I Corsair liquid cooler on CPU
8 GB DDR3 RAM (Gskill)
Mini ITX Gigabyte GA-Z87N-WIFI
Radeon RX 580 8GB
LG 4K monitor with freesync
(4k is enabled on desktop, however when put at 2k does not resolve my issue)
ATX case with plenty of airflow
Modular PC Power & Cooling 750 PSU Silencer Mk III (pretty high end for a 750)
Running Afterburner just to make the fans run all the time (they wouldn't turn on until 50C)
Radeon Global game settings, default
Windows 10 game modes and background streaming applications, disabled

45-50 fps on 2k, "high desktop" settings, when walking around low populated areas. Temps are stable.
I feel like it should be 60fps or higher easy with this setup.

What is the usage on your CPU/GPU when you're getting those FPS? That should make it easier to detect the bottleneck.

Also, what is your RAM speed? A friend of mine had stuttering and low FPS issues in Witcher 3, and increasing RAM speed fixed the problem.

CPU 40-50%, GPU 1400MhZ & Stable. GPU 60C, everything else in the box is under 115F.
Ram is default settings.

It honestly sounds about right to me. Lower a couple graphical settings if you want 60Hz, since the 580 won't be able to reach it at very high settings in this game.

Further GPU stats according to windows: "3d" went to 100%, "copy" went to 5%, dedicated GPU memory usage was about 2 - 3GB of the 8, and shared GPU memory usage (3.9 available) was minuscule.

Sheesh, with 8GB ram and a temp stable system, I was really hoping to get smooth sailing at 60fps on 2k. I wonder if this $350 monitor will ever be properly used then for this game.

No it's two sticks. It is my understanding onboard RAM doesn't effect gameplay FPS all that much. I can upgrade to 16 if it would make a difference... (running off of a SSD, forgot to mention that) Its hyper-threaded to 8 core.

This confirms it, your GPU is the bottleneck here. As said before, this sounds about right for a 580 in FFXV at high settings. Lower the AA a bit if you want, it should help reach 60Hz.

Slow RAM can cause FPS drops and stuttering, not enough RAM would cause even worse stuttering and temporary freezes. However, it's effect on the FPS is always indirect, so you're not completely wrong.

This confirms it, your GPU is the bottleneck here. As said before, this sounds about right for a 580 in FFXV at high settings. Lower the AA a bit if you want, it should help reach 60Hz.

Lowered the AA (only other setting was off) and it dropped the fps even more and started looking quite terrible. I thought the GPU was a good purchase, guess not.

This doesn't sound right. Try reinstalling the game from Steam, maybe some of the files got corrupted.

I'll reinstall, but I don't utilize steam. Thanks for the tip.
