FPS issues with new pc.

So i just got done building my new gaming pc and im having some issues i cant seem to resolve.
Specs:
Intel i5-4460
16gb pny ram
Geforce GTX 960 4GB
MSI gaming z97a 6 lga mobo

I have all the cpu and gpu current drivers installed.

The issue im having is that no matter what game im playing im having FPS drops and stutters.
Ive tried high and low settings and the same problem occurs. The game will be running smooth then the fps dips below 40 and it stutters. im not sure what else to try or what i may be doing wrong. Any help is appreciated. Thanks guys!

What are your temps while gaming?

wow, just looked to see how hot the cpu was running and it was at 99c with the gpu at around 60c. that cant be good but im not sure.

That's not good and it can harm your CPU, do you have the stock cooler installed or an aftermarket one?

I think that your heatsink is not properly fixed on the motherboard.
Buy some thermal paste if you don`t have any, open the case, remove the heatsink and cleat it and the CPU very good using 90% alcohol, and then apply a pea size amount of paste on the middle of the CPU, and lock the heatsink in position.

That temp is too high, and it will damage your CPU if you leave it like this.

alright will do. what should the temp be while running a game?

With stock cooler installed it should not exceed 70c while gaming. Anything below 80 is safe.
