FPS Lag on Low Settings

I just upgraded my computer's GTS 250 card to a GTX 750 and I tried playing BioShock Infinite. I tried settings at all ultra at first and it lagged, so I turned it down to very high, still lagged, and I went all the way down to very low, it still was lagging. I believe its my CPU that's bottlenecking the GPU but I just don't know how to help it.

HP Workstation xw8200
Processor: Xeon 3.2 GHz (2 Processors)
Ram: 4gb (DDR2)
GPU: EVGA GTX 750

 
Solution
That is an extremely old CPU based on netburst (9 years). Think pentium 4(which were awful). There's nothing you can do, the entire system needs replaced


So I used CPU-Z to check the type of processor and it doesn't give me the exact model.

This is absolutely correct.

I do not even think I would try Ultra or even Very High on my i5 750 an that is going on 5 years old now.

Food for thought, The E6400 from the Core 2 family was faster than a 3.7 ghz P4(and still faster than a 3.46ghz dual core P4 Extreme) while clocking in at only 2.13 ghz and consuming under 65 watts of power.

Things have moved along quite a bit. You do not have an upgrade path suitable for that system.
