FPS Lag Spikes with 1080ti

I recently started playing Fortnite and have noticed that whenever I get into a fight that I get a huge fps lag spike. I occasionally experience this with other games such as COD, PUBG, and CS-GO. I am not the most tech savvy person so there may be something wrong the build that I made. Another issue is low cpu performance. I think it is the cpu performance because it takes a very long time for programs to run and for something such as google chrome to load a new page. I personally thought I had a great build but I am starting to think otherwise. The only thing that I think may be a problem is either the disk drives (which i bought used) or the psu( which i bought refurbished). When i run heaven benchmark i get 219.3 fps, a score of 5525, minimum fps of 9.7 and maximum fps of 405fps. My graphics card gets to around 73 degrees celsius. If anyone can answer this I would greatly appreciate it. I currently can't win a single game because I constantly get large lag spikes where my screen is frozen for 3-5 seconds. Also when I play fortnite with max settings, I average around 190fps. Sorry for my lack of computer knowledge.

PC Specs:
CPU: Intel I7 7700
GPU: Gigabyte GeForce GTX 1080 ti
Memory Viper DDR4 16GB 3200MHz
Storage: When I go to my device manager, it says that I have 2 disc drives with the numbers:
"ST31000528AS" and "ST500LX025-1U717D". It is currently utilizing the 464 gb disk drive.
PSU: I have a corsair cx750m V2
 


what cpu cooler do u have?
 


 


I have the stock cooler that comes with the processor. It isn’t overclockable
 
All of those are internet required games.

Sounds like internet latency. I get a random lag now and then in all my multiplayer games but none in single and i have have all the lastest hardware. I knew it was the internet as i used BF1's on screen networking monitor and everytime i got the lag it was the latency spiking.
 


I see how you could think that but I get 100 mbps download and 25 mbps upload so I don’t think that’s the problem. I only lag in games when something intensive such as fighting in the game happens
 


It doesnt matter about ur internet download and upload speeds it matters how far the signal has to travel and how many filters it has to pass through.

I myself have great internet but some internet based game have stutter and some dont due to how im getting the signal. BF1 games are the worst for me as there are no england based servers. The closest are Ireland and France.
