FPS Limiter for Games on Intel HD Graphics

I just had a laptop with an i7 3612QM CPU and Intel HD4000 graphics. I can play some games on low-med settings but some of them appeared laggy when I hit between 30-59 FPS. So my question is, is there a third party program that can limit framerate for Intel Graphics? The half-rate adaptice VSYNC is only for NVIDIA Cards. RadeonPro and RivaTuner will only work for dedicated GPUs (AMD or NVIDIA). Even Intel Graphics Monitor doesn't work

Turn on V-sync and it will limit to 30 FPS.

I tried doing that. In the old Graphics Monitor Control Panel, there' an option to turn VSync on or off. Now the only option is Use application Settings and Use Driver Settings, nothing else.

You should change the setting in game not through the Intel control panel.

unreal9400, Most of the games don't have the settings to switch to 30FPS tho. They have VSync settings which limits the framerate to 60FPS, but my laptop can't even reach that, and it makes it laggy. I wanna switch to 30FPS so at least I have a stable framerate.
