I have a very weird problem which has been going on since Friday. I booted my PC normally and everything seemed fine until I started playing D3. In the character selection menu I get around 80-100 FPS (which is what I normally get when playing), however when I enter the game my frames drop to around 15-25. I tried playing with the options and changed all graphic setting to low/off, however there is no change in the framerate. The other game which I play is Frostpunk, where I have the exact same issue. I get around 130 FPS in the main menu of the game (which is animated , and there is no delay or anything like that) as soon as the level loads the frames drop to around 10-20.
I have tried the following without any luck.
CPU: AMD FX8120 (I know it's an old one, but gets the job done, or at least it used to until Friday).
MOBO: MSI 970 Gaming
RAM: 2x4GB Corsair Vengeance - 1600 Mhz
PSU: 600W
GPU: RX 570 8GB (I swapped in a GTX 1080, which had no effect on frame rates.)
Any help or suggestions are appreciated.
P.S. When testing I noticed that the GPU utilization stayes anywhere from 5% - 11%, this is taken from Device Manager, as I have not installed any monitoring software yet.

- Remove old GPU drivers and re-installing them
- Clearing CMOS
- Reinstalling Windows
- Connecting the GPU to my second PCIe 16x slot
- Trying a different GPU
- Removing and re-seating RAM modules (just in case).
