FPS low no matter the quality

Seemingly out of random and for no known reason my fps in every game just dropped. It will hover around 30 to 40 fps no matter what the quality is. I also did use a benchmark to confirm that no matter the quality settings the fps remained the same. I did check task manager to see if anything was running high while playing these games and everything mostly stayed below 30%. I also did do several virus scans with Norton and Malwarebytes and nothing was found. I did do a soft factory reset which did make things a bit faster but fps still hovered around 30 to 40 fps.

SSD: Corsair Neutron GTX SS 120 gb, Kingston 240 gb
HDD: WD Green 4tb

Have you changed any connections in the back of the tower recently? is the monitor plugged into the video card ports or are they plugged into the motherboard ports?
