FPS Lowered Down and GPU Fan Stopped Spinning

Hey, I recently deiced to upgrade my old desktop. Since I already had a decent cpu and 8 gb of ram, I bought a new graphics card and a psu.
Specs:
- Intel Core i5-3470 3.2Ghz
- Radeon RX 560 4gb GDDR5
- 8gb of DDR3 ram
- EVGA 600W 80 PLUS psu

On the first 5 days, I could run Fortnite and other games on all high and get an average of 120 fps, yesterday I came to play and suddenly my fps were capped on 60 and my gpu fan won't start spinning. I don't know what's wrong I've tied everything

You don't hear the GPU fans spinning because the GPU isn't working very hard. Turn off V-Sync in the settings in-game.
