FPS NOT capped at 75hz in Windowed Mode

As the title implies i experience an awkward situation regarding my windowed mode FPS.
As many other existing threads state, the max FPS(in windowed mode) should be capped at monitor's maximum refresh rate (75hz for my case).

Now do not get me wrong; I DO like my FPS uncapped both in windowed and fullscreen but yesterday, when i tried to update my GPU's drivers to the latest version, i lost that benefit.

To be more precise, i have a GTX 1060 G1 Gaming and have been using Driver version 391.01 which had allowed me to have my FPS uncapped. When i updated to version 399.07 the windowed mode FPS matched my monitor's refresh rate.

To save you some time i will tell you that:

  • I rolled back the driver's version multiple times and tried to reinstall the newest version again(also tried a clean install)
    I restarted the PC after every change
    Vsync is OFF and all the settings in the nvidia panel were set to match the image provided below after every driver installation/rollback

So my only question is : How can i keep both the windowed mode FPS uncapped and my drivers up-to-date?

Have you tried the game's settings? Just trying to rule out all possibilities. Often when I update drivers, several of my game's in-game settings are changed. One good example of this is Naruto Ultimate Ninja Storm 4 and Skyrim SE. Those games can never decide resolutions OR V-Sync for me after updating a driver.
 
Yes, i tried to change in-game settings which did not solve the issue. I may have to add the Black Desert Online does not have any Vsync option in its settings but as you can see i force it to "off" by Nvidia's control panel
 
And this worked before in that game? This is strange. I say so because most games that don't have this option, were actually designed to run with V-Sync on due to the game's engine. (i.e. physics)

I'd say you should just settle with the V-Sync on. If your monitor is only running at 75 Hz, there is no real reason to run higher than this.

If you don't like this, you could always try overclocking your monitor's refresh rate.
 
Well like many other games higher FPS capability gives you some benefits over other players and/or over the game. Lets just say that i don't want to settle with just 75.
But even for the sake of the conversation, what's special about that version of drivers that allows me to override Vsync even on windowed mode or more accurately how can i recreate it on other versions ?
I am sure many people have been trying to play games,in windowed mode, with uncapped FPS but windows AERO or some other function makes it impossible
