Hi. I just noticed my FPS in CS:GO and The Forest is really not changing even when I have all set to High or all set to Low. I get about 40-60 FPS. Also I noticed it dips down to as low as 30 FPS most of the time especially on crowded areas. I'm not really experiencing this problem before I updated my graphics card driver to the current V 376.19 with GeForce Experience(with CS:Go at least, Different story with The Forest, its always been like that.). Everything seems to be smooth before that. It is possible that could've been the reason?

System specs:
4 Gig ram
Intel gG4400 Dual Core
GTX 750 TI

Yes, it's your cpu bottlenecking the gpu. The cpu is running at 100% thus meaning it cant work any harder than it already does. The games you mention are pretty cpu heavy so im not suprised. MW3 is more cpu heavy than Skyrim for example.

This may sound odd but the higher the resolution the less the cpu is going to bottleneck. The cpu sends information to the The gtx 750ti and the gpu has easier time rendering everything at 1024x768 due it being less demanding than 1080p while the cpu still bottlenecking at 1080p the 750ti it has to work 'harder' to maintain high fps thus reducing the cpu bottleneck, but appearently the G4400 is still not strong enough at 1080p. Which means either a better cpu is required to get the full potential...
hmm that's weird, the way you describe it sounds like a cpu bottleneck, but if you didn't have it before then we have to do some more research :)

Do you have MSI afterburner? if not, can you download it? It will show you the gpu, cpu and ram usage. Just start Afterburner before you go in a game. Can you let me know what the results are?

I cant test it yet on CS GO for some reason but I did try first with MW3. This is whats showing.

Should the GPU usage really be that low? Also. I'm playing on 1024 x 768 resolution since that is only the capability of my current monitor. I've read somewhere that it actually taxes the cpu more if the resu is lower? Is this true? Would that mean I can expect higher FPS if I get say 1080p monitor? Sorry for the downvote also, I actually thought it was to reply to someone, kinda new here.

By the way, I'm not sure why it whos 100% CPU usage on that particular screenshot when it only averages about 40-50% in the actual game.

Tried again on MW3 with 1080p resolution and my FPS actually increased by around 10fps and the usage went out to about 40%. Tried with other games like skyrim and nba 2k15 but the gpu usage is 100% and the cpu is around 80-100% ish as well. Does someone know why its only using that 40% in MW3?

To make a long story short. In cpu heavy games it's better to run the game at a higher resolution or higher graphical setting to minimize the change at a cpu bottleneck. :)

Thank you. I've now got a clearer understanding about that. I've got one quick question though, with MW3 do you have any idea why is it only using about 40% of my CPU and 40% of GPU as well? And I'm only reaching about 40FPS. I'm just a little confused why I'm not using my CPU to its full extent on that particular game. Shouldn't it use about 100% of my CPU? I mean I would understand my CPU usage being only 40% if I'm getting large amount of FPS, that just means I've got a powerful system that still has a lot of overhead room in it right? But its not the case since I'm only getting 40 FPS max. I just feel like I would be getting more FPS than 40 if CPU is being used at 100%. That's the only game I've tested so far with my CPU usage only being half, everything else is at 100%.

Thank you by the way, you've been a very big help. Really appreciate it.

Yeah about that I'm not entirely sure why it also shows 100% CPU usage at that particular screenshot, when in-game, it only averages 30-40%.
Also the FPS doesn't really change whether I've got the settings on the lowest possible or highest possible settings. That is an indication of a CPU bottleneck right?

Yes if the fps doesn't change while changing the graphical settings then it is a sign of cpu bottleneck. But just to be sure, you dont have V-sync on? Or maybe the fps are locked at a certain rate in the settings?
