Fps not changing... ever

I just recently built my first gaming pc and it works great except for one issue and that is that ever game seems to be stuck at the same fps. Overwatch for example on the highest settings 200% render scale i get 90 fps and then on the lowest settings i got 90 fps. this happens on all games but different fps. my pc specs are: Gtx 1070 FTW overclocked to 2085MHZ, FX - 8350, MSI 970 gaming. Side notes: cpu is only at 50%, power options are high performance vsync is off.
 
Are you sure your NVidia control panel isn't forcing vsync (NCP overrides in game settings), assuming you've got a 90hz panel? Or is your in-game fps limit set at 90?

Or you've actually already maxed out your CPU, which also makes sense, since the vast majority of games will only use one core out of the pair per module, averaging out to 50% overall usage. A lot less likely though.

I still think you have the in-game FPS limiter set to 90.
