FPS/Performance drop over time fixed by reboot 1080 ti

My issue is very similar to http://www.tomshardware.com/answers/id-3657844/fps-drops-gtx-1080ti.html

After a fresh reboot, I can get just over 10000 in Time Spy, but after playing games for about 30 mins it drops by 30%-50%, and my fps is games drops by a similar amount.

The gpu is https://www.zotac.com/us/product/graphics_card/zotac-geforce-gtx-1080-ti-amp-extreme-core-edition

I have not manually overclocked the gpu, and the clock speeds do not appear to drop when the performance does, the card never goes above 70, (and I tried turning up the fans and that kept it around 50 and had no effect). The power usage does appear to drop as the performance drops.

Is there any way to fix this?

This is a pretty serious issue for me, it was a non trivial purchase getting this GPU and right now I'm getting the performance of something half the price.

I really hope I can get this figured out so I can make a decision on returning/replacing the GPU or whatever is necessary. I've already spent so much time trying to figure this out.
 


Alright, it look a little longer but I ran into the same issue, about 40% reduced performance after playing games for about 2 hours.
 


That's better, could just be the card itself now.
