Question Fps problem

I have pc with 1070 palit jetstream, i7-7700 non-K 16gb ram 2133mhz. I have newest win10, nvidia drivers, and nvidia controll panel settings are on max performance but all games that i want to play are lagging. Gta v drops fps to 35 (Lol), outer worlds too, same with vampyr and many other games. Idk what to do, pls help.

monitor connect to the gpu?
what the cpu/gpu temp and usage during the game?
ram/ssd/hdd usage ?
malware scan your system?

Monitor is connected to gpu by hdmi, cpu ang gpu temps in stress are around 60 celsius, i ve scaned by malwarebytes, everything seems clear and about ram and hdd usage i will have to check it, i will give info later

Are other games ok? What resolution?

Hmm, i think, but im not sure that all games are working too bad, i mean all have lower fps. My monitoris iiyama g master black hawk 1920x1080 75hz
