FPS problems when gaming

When i play games on my PC i can see lag if my FPS goes under 60. But when i watch some youtube video benchmark videos or gameplay where they are use shadowplay or fraps to show their fps they doesn't lag when it's even at 40-50 FPS. How can that be? And my computer info goes as this: CPU: AMD FX-8320 3.5GHz 8 Core, GPU: Geforce GTX 650 and 8 GB or ram. And i got an old 500w power supply if that could have anything to do with it.
My minitor is a Samsung S24C300 with runs at 60 hz. Hope someone can help me to understand this! 
 
I know very little about PC's and how they work, but technically you're saying that i would be able to play games smooth at 30 FPS or how does that work? Because i with my setup or components i cant even play battlefield bad company 2 at low graphics at 1920x1080 resolution.
 


Might be lag spikes or something like that... but thanks for the answer.
And just to know if it's not my pc that just is bad, what setting in like battlefield bad company 2 would you think my computer should be able to run at?
 


I haven't played the game and never owned same gfx card as you.

If you can, monitor your GPU utilization and D3D usage while playing. If those hit 99-100% and you experience a stutter. I imagine its the gfx card not being able to cope with the load.
Hwmonitor can show those I think.

If it looks anything like this, turn down shaders and particles, fog or whatever it is.

Doesn't look like your gfx card is running out of memory and I doubt the processor is bottlenecking.

Weaker CPU than yours but better gfx card, looks smooth.

So I guess your gfx card is overloaded since its running 100% both on utilization and d3d usage.
