FPS Ranges From 25-60 on all games

So I recently bought a new PC for gaming and I have expected to be able to run most games at 60fps but for some reason the FPS has been much worse than I was expecting it to be. So far I've tested out LoL and TESO and when I try to run these games the fps will constantly be changing from anywhere in between 60 and 25fps I have no idea what is causing this but I have noticed that my CPU is very loud as soon as I turn on my PC so any advice on what I should do to fix these problems would be great

my specs are
GPU: Nvidia GeForce 660gtx
CPU: AMD 8 core fx-8350
Motherboard: AMD 760G Chipset Motherboard
RAM: 8GB DDR3 1600MHz

update: I tried playing on all settings of these games and the fps barely changes
 
Solution
Try a game that's not an MMO. Those tend to have far more measurable performance. MMOs can drop or jump 30 fps easily based on time of day, number of people, and seemingly random nonsense.

Resolution doesnt matter so much with these games,they're MMO's. You should expect frame rate variations just like this.
 


Most mmo's only use 2 cores.

You're kinda forced to go intel and overclock on such to even get a semblance of solid fps.
 


Yeah, I know. I have a GTX 660 and in MMOs my performance just kind of floats between 25 and 80 fps for no discernible reason (maybe my slow internet, or maybe my CPU, idk) no matter what I set my graphics to. In other games, I get very consistent and pretty high fps. Though the 660 will choke trying to run games like BF4 on ultra, obviously.
