FPS remains same regardless of settings

I currently have an Intel Xeon E5-1650 0, GTX 1070 and 16b ram. When ever I play games regardless of the settings I play on the fps is relatively the same. The main games I play are Rust and PUBG. In both these games there is little to no difference if I play on low or high settings and resolution. If anything the fps difference is 5-10fps. Im starting to think that my CPU is bottlenecking my GPU. Any solutions I can try?

Well if you know how to operate with msi afterburner, the graph shows how much is used which component, as you play game for 15min if cpu usage is under 50% and gpu 80%-99% that means GPU is bottlenecked (as cpu usage is low but that doesn't mean that it isn't ulitilized 50% from all cores and threads, check that also in task manager).
But it really depends from game which can ulitilize many cores. Still 4 core is standard.
