FPS spikes low randomly - Need experienced advice!!

Hello everyone! I'm new to the "building computers world" and came across this helpful website. I've been a computer gamer for many years and want to keep it that way.
I've been having some issues with my FPS in games such as counter-strike Global Offensive.

Here are my specs:
OS - Windows 7 HP 64bit
Motherboard - M3A770DE ( http://www.asrock.com/mb/amd/m3a770de/ )
GPU - GeForce GTX 750 TI
CPU - AMD Phenom II X2 555
PSU - 550w Antec
Memory - 8GB ( 4 2g sticks ) ADATA DDR3 1600MHz
Hard drive - 229GB ( Non SSD )
I use 1920 x 1080 resolution at 60Hz


The problem i'm running into is that in key moments in the game my frames will drop randomly ( Below 60 ) and cause disruption to my gameplay.
I thought it may be a CPU issue and was going to upgrade to a AMD Phenom II X4 965 because I have a older motherboard that will only take a AM3 CPU. The ram is very close to where the CPU will be placed and the 965 stock fan fits perfectly so there is no issue.

Before I go ahead with my purchase I was wondering if anyone that has knowledge of these type of issues would be able to give me some advice so that i'm not wasting money on something I do not need!

A few things to do:
1: Disable Vsync in CSGO, if it has Vsync. This will cause your pc to try to maintain a steady fps instead of reaching max potential.
2: Make sure your drivers are up to date
3: Your CPU could be "bottlenecking" your GPU because CSGO is a single-threaded game. Thus meaning, CPUs that are better at single-threaded processes (Intel) will work better than multi-threaded processors (AMD). Your CPU has a lower rating and worse specs than an intel i3 which a low end intel CPU. You honestly shouldn't get anymore than 60fps on that game with your build.

I have done both of these. I set graphics to performance and have tweaked the csgo properties to match my CPU.
I set max fps to 300 in loading screen and 120 for ingame because it usually wont go above that.
I have no problem playing above 60 FPS for a majority of the time but the game will drop frames very quickly for a short period of time ( about 1 - 5 seconds ). I was thinking that it was my CPU being way outdated and not able to handle the game but I just wanted to get some other opinions before I went out and bought a new one.

Unfortunately my motherboard is AMD and wont accept a INTEL processor so I have to go with an AMD one - On a budget.
I've done some research on some processors but I dont hearing out any recommendations from the community.

The frame stutter and drop has to be coming from your CPU. The frame rate you are getting is pretty average for that build, a stronger cpu such as an intel i5 to go with your 750 ti would be amazing.

Its sort of a budget build at the moment and I wont be able to upgrade to a intel motherboard anytime soon. I have researched some CPUs by AMD that out preform and are more up to date than my current one. Do you have any recommendations on any CPUs ( AMD3 ) or about what I should be looking for when buying a CPU that is good for my situation?

As far as the best AMD CPUs on the market, I'd go with the new AMD FX 8350 Vishera 4.0ghz Eight-core Processor. It can out perform the i5 and i7 on most games (Will need overclock to outperform i7). If you don't think you need the eight-cores, go with the AMD FX 6300 which is also an amazing CPU.
I think these are both AMD3+ and will require the AMD3+ Socket. Also make sure the motherboard supports the AMD FX series chips.

I just purchased this mobo and the amd 8350, it was well worth my money. I highly recommend them both. Good luck
