FPS sudden drop

Hello please help me im havig problem with my fps while gaming suddenly dropping from 17 which is shaking my screen when more effects is happening at the game then return back to normal and again down to laggy fps i don't know what is the real problem my task manager is fine nothing unusual and im already playing with low setting (league of legends) i also closed all apps while playing to check but still happening
