Question Fps went from 240 to 40 overnight

So my fortnite fps has dropped all the way from 240 to 40 overnight. Ive tried to update gpu drivers, check cpu temp which was at 21 C, Change power plan, put all settings to lowest reinstalled gpu drivers, restarted pc multiple times, done all windows updates. ive also cleaned out all of my cpu fans . one of my gpu fans are not spinning aswell

My specs are
amd xfx double d r9 280
hyper x fury ddr3 4 gb ram
AMD FX(tm)-8350 Eight-Core 4.00 ghz
asus m5a97 r2.0
chieftec cft-750-14cs.

i just checked it and it was at 40C so that shouldnt be a big problem i think. i also cleaned it up a bit but it still isnt spinning. also when i restarted the pc said that it detected a new cpu when we hadnt touched anything other than the gpu

yes there was another 8 gb but it broke over a year ago and kept working just fine
