fps with monitor

if you have a monitor with a refresh rate of 60 can you only play games on 60 FPS?

You can play infinitely above that but the monitor will only display 60FPS.

If your monitor is 60hz it can only display 60 frames per second. In other words games wont get any smoother past 60 fps even if you can run them at 200 fps.
