FPS wont cap

i have a serious problem and it affects my career, this is terminal for me, no matter what i do something is conflicting in my machine, i can vsync on game and nvidia and cap using bandicam, it will always push to 61 then have random 1 second drops to 46 or something, i have sli'd 1080's this makes no * sense im so frustrated, why wont it just run smoothly

i have indeed tried that as a hunch, that's the thing with sli, without sli, max settings, low settings, no matter what box i tick or untick it's the exact bloody same... capped or uncapped it'll do these odd little drops for a second or 2,
 
What game?
What resolution? assuming 4k with this setup

Even 2 1080s would have a hard time maintaining 60 fps minimum frame rates at 4k on ultra settings for some games.

You are interested in the minimum fps, above 40 fps preferably for an effective 80 fps with 2 cards, giving us 20 fps of safety before crossing the 60 fps mark assuming perfect linear scaling.

Scaling is never perfect due to overhead and hitting other bottlenecks.

Try temporarily lowering the resolution to see if the issue goes away.

This may help us find where the bottleneck is.

Also have the task manager running in the background during your game so you can see if cpu or ram increases during the 40 fps dips.

i don't use 4k funnily enough, and that's the thing, cpu chills nicely at about 40% ram comes nowhere near. if i uncap it goes up to like 230 on cs.go but it will still randomly dip to like 46 for a split second, and that inconsistency at any point is game changing
 
Update all your drivers
Then try running task manager and the performance tab during the game so we can look at its graph after.
If ram and cpu are good, and I don't think its the graphics card unless one or both of them has a defect than the only part left would be the hard drive.

Usually the hard drive won't cause an fps drop unless you are loading a new area of the map and those textures aren't being transferred fast enough.

Another thing you can try:
Does this problem still happen with v-sync off?
Is it possible to frame rate limit the game without turning v-sync off, a maximum fps slider for instance?

Another another thing you can try:
Have you tried to use the nvidia builtin game recording thing, Nvidia Shadowplay.
There should be an option for it in the Geforce Experience app.
I've used it once or twice, not big into recording myself playing, and it worked smooth enough.

It's free as long as you have an nvidia 700 series or higher

Edit: So then your resolution is 2560x1600?

wasn't sure where specifically to ask this, but im curious if i show you my services etc, could you point out what is taking control of my cpu's/GPU's i have 2 1080's in sli and i can't record cs.go smoothly in 1920x1080, something somewhere is trying to tell my processors to use as little effort as possible when i want this machine to go whole hog, i have max performance set on nvidia, and on control panel, but the settings didn't budge so anyone does anyone know of anything anywhere that could control such a thing, i do want to add i tried using afterburner to boost my clock speed just a little bit, and i immediately blue screened into video_scheduler_internal_error, i have destroyed all evidence of drivers and re-installed them, i also have a watercooled pc and it never goes over 50, trust me when i say i've looked in most places but i know there is some [wacth your language]ing genius on here that would've easily fixed this mess XD


Edit: almost forgot to mention no matter how much vsync in nvidia control panel, in game, or even recording software, it always goes over 60... it'll sit on 60 perfectly just how i need it to be for like 8 seconds then for 1 second it'll go 61 somehow, then go like 42 frames for a sec then back to 60 like nothing happened.

second edit XD: in case people ask no matter what settings i put it on, doesn't affect anything that's what pissing me off, i can set it on 4k res ultra max setting on for honor for [watch your language] [sake and it will have the exact same performance perfect 60 then random 61 to 40 something, i've tried everything on lowest settings, exact same thing,
