You are doing well. My system is the same as yours and my framerate is
worse. If you want to see really bad though try running ONS Dria. Mine
goes down to about 9 fps. Unplayable.

If anyone has any ideas on the best and cheapest way to get
improvements please let me know. I was thinking of starting with a
new graphics card.

A motherboard, CPU and memory would help as well.

The UT engine is CPU bound, so the normal response is "get a faster
processor", but in your case the problem is the graphics card. A
Ti4200 series card would make the game playable. Anything beyond that
would help some, but by then your CPU would be holding you back.

I wonder if the OP has an XP2000+ (actually 1666mhz) or as he says, a 2
ghz cpu, which would make it an XP2400+, which ought to be enough.
My own cpu is an XP2500+ and all ONS maps play fine, coupled with my
xt9600 card.

That's the problem with AMD's "performance rating" numbering system...
people get confused. Intel is moving to a numbering system too, but
it's more like BMW's numbering system... 300 series, 500 series, 700
series. It still conveys the message but no one is likely to confuse
it with an actual clock speed.

Even in your case, if you upgraded to an X800XT or a 6800 Ultra, your
wouldn't see some massive increase in performance. Yeah, those cards
would allow you to play with the highest AA and AF at insane
resolutions (if your CPU could handle it) but if you kept the same
resolution and quality settings you have now, it wouldn't really make
that much of a difference. The UT engine loves a fast processor.

I should have made it clearer. The CPU is an AMD XP2000+

Sorry

On Linux, you can recompile your SDL and OpenAL libraries for some
extra performance. See http://www.unrealtower.org/faq/155 for more
tweaks.
