FR/LG breeding?

Is there any place where Pokémon can breed in these two games. There is the
daycare man, but he only takes one Pokémon, so breeding can't be done. Is
breeding only possible on Ruby/Sapphire?

Nah. You have to beat the Elite 4 and open up the Islands to breed in
FR/LG. [and to do various other G/S/C+ things, like evolving Chansey to
Blissey]
