Frame Dropping Issues

Hey guys so recently I have been having an issue with my system. So I upgraded my rig from a Athlon X4 880k to a Ryzen 5 1600. Games that are CPU intensive work fine because my CPU is so good. Although GPU Intensive games work fine at first and give me very high framerates. Though I notice commonly the frames drop from 90-100 FPS to 50-60 and below then go back up. This is very annoying when playing any GPU intensive game. Also I notice in HWMonitor when frames are high GPU usage is 99% which is good, but when they drop the usage drops with it like maybe 75% or 46% for example. Here are my specs:
GPU: GTX 1060 6GB
CPU: Ryzen 5 1600
RAM: 16GB of 2400MHz

Also I don't think my PSU is to blame because it's 600w, but this is very annoying when playing games. Temps seem to be ok too and CPU usage is low as well. Also I'm pretty sure on my old Athlon there wasn't many frame drops just low frames. I'm open to any advice you guys have.


Edit: I should mention I use G-Sync and have tried using both G-Sync and V-Sync together.

Well... I didn't solve anything, I found bottleneck and lowered my rendering settings.
If you're on multiplayer and you get frame drops, its because the CPU also now has to process all of the other payers movements and actions.
Also, nobody would have thought a GTX 950 would bottleneck an Exeon, but that's poorly optimized minecraft for you
I had the same exact problem, but it was in a CPU intensive game (but I had my frame target at maximum, so that make everything GPU intensive). What I found was that although all of my hardware was hardly utilized (CPU and 13%, GPU at 25%, RAM 31%), one of my threads on my CPU were maxed out, and because it was a single threaded game, my frames were limited by that single thread. Check each individual core/thread in HWiNFo for CPU for usage. If any of them were at/near 100% when your GPU usage fell and took your frames with it, you have the same problem as me, a CPU bottleneck.
 

Ok it seems whenever my frames and GPU usage drops all my cores/threads usages go closer and near 100% but I do not believe my CPU is the bottleneck as I've been told if anything the GTX 1060 barley bottlenecks the CPU I own. I think our problems are a bit different, but I'm curious, how did you solve your issue?

Edit: also the game that has the worst frame drops is COD BO3, that's my main issue.

Solution

I have since found out only COD BO3 had this frame dropping issue, whereas I assumed all GPU intensive games were like this. This means the game itself is the issue since I have discovered COD BO3 isn't the best optimized game. However I have found some methods to try out so wish me luck. Anyway I appreciate you helping me so thanks!

Edit: I fixed it! I just had to change a few settings in the config file for the game now BO3 works and looks amazing.
