Frame drops and stuttering

Hey everyone. I built a computer last year and have been gaming on it for months and everything has been going perfectly. I had recently upgraded to a 144hrz monitor and that was also fine for a day or so but as of late I get crazy performance dips. I'll go from 140 fps down to 80 back up to 130 then down to 75. I even set my monitor cap to 75 and it still has some awful stuttering and micro freezes. I have no idea what to do to fix it. I've tried scanning for viruses, updating drivers, changing my latency. Nothing has worked. It is really bad I'm rainbow six siege and when I played overwatch I was consistently dipping below 60fps when I never used to. My gpu sits at about 55% load and then climbs to 70% and then back down to in the 40's while my cpu is almost always at 90%+.
My specs are
Gigabyte z270x gaming 5 mono
I5_7400 3.0 turbo boosted to 3.5
Corsair h115i for cooling
32 gigs of hyper x fury ddr4 2133mhz
EVGA gtx 1080 ftw edition
Corsair rm850 power supply.
I really don't want to reinstall windows and re-download everything cause my Internet is painfully slow. And ideas would be great! Thanks
