My hardware appears to be working fine in task manager but I get these random stutters and frame drops every 5 seconds. I’ve tested all of my games and they all have the same issue. I reinstalled, restarted, and to no avail. Anybody have any fix?

Sorry to ask, but how can I check my bios? And I don’t understand what you mean by the fresh os install question. I’m pretty new to PCs.

rgd1101 means Did you Reinstall the Windows and What's your bios Version?
You can find your BIOS Version by opening Windows Command Prompt (CMD) and typing
"wmic bios get smbiosbiosversion"
Without Quotes. then Under SMBIOSVERSION you'll see Bios Version.

As someone who does not know a lot about computers what about internet? Or even the server itself. I used to play a lot of gmod and if the server of the game is having issues it does not matter how good your pc is.

Just to be clear, this windows is install from another pc?
Also, I recently found my gpu utilization while in game fluctuates from 1% to 100% in these frequent spikes. I’m guessing this is the problem? If so, how would I go about fixing that?
