Frame drops and textures not loading

I recently removed my fx6300 to clean it and change the thermal paste and reinstalled it. Ever since then games take too long to load, drop a lot of frames and sometimes don’t load textures for a long time. Seems like a CPU issue but I’m not sure if that is it or how to fix it. Games worked perfectly fine before the incident.
What I have tried-
1. Ensuring all CPU cores are being used
2. Setting are low good enough for my gtx 960 2gb to handle.
Please help me figure out the problem.

Check the temps (realtemp is a good lightweight program). It could be throttling due to heat. If so, reasons are:
incorrect application of thermal paste
incorrect heatsink installation
buggered fan
