Question frame freezing/stuttering when watching youtube or playing games

For starters i have a ryzen 5 3600, corsair vengeance 16gb 3600mhz, and a 2080 super.
Whenever im playing the new battlefield or halo infinite or any game thats kinda demanding for that matter, my pc runs pretty normally around 100+fps but my game will freeze for 2 seconds then slowly go back up to whatever fps it was at before. im pretty sure its an outside program affecting usage because the games run perfectly fine if i run them immediately after a restart.

cpu sits at around 70C and my cpu sits at about 65C

that temp are when idle?

usually around 40-50C for each

do you know what the cpu/gpu temp and usage during the freeze?
same for the ram and ssd usage

cpu hits a max of 65% gpu spikes to about 40% ram is at about 70%
and memory hits about 30%
